  2. Sprinkle meat with salt, pepper, onion and garlic powder, and flour. Mix well.
  3. Add 3 tbsp of vegetable oil to a separate pot. Cook meat over medium heat until all sides are browned.
  4. Add boiling water, covering meat, to top of pot. Cover and simmer for 1- 2 hours. Check meat regularly for tenderness and if water needs to be added.
  5. Sauce can be thickened by adding flour. I also add chili pepper and a little tomato sauce to give it a red color.
